We went to the top at night. It has nice views of the Empire State Building, which lights up nice at night. It has both inside and outside viewing areas. There were no lines when we went around 7:30 PM.
Magnificent views from the top especially if clear weather you can see for miles around. Empire is straight in front so you get a good view of that as well.

Very unlikely I think. It tends to be very busy with big queues. The simple trip up and down takes about theee quarters of an hour without any queuing. I think it would be a big rush and stressful and unlikely you would succeed even if you booked in advance since even with a 15 minute time slot there is a fair amount of queuing.

There were people using selfie sticks when we were there so as long as it's hand held and not needing to be put up in a space as a tripod would I would think it's ok but maybe try and call/ email them to check.
