We went to the top at night. It has nice views of the Empire State Building, which lights up nice at night. It has both inside and outside viewing areas. There were no lines when we went around 7:30 PM.

There were people using selfie sticks when we were there so as long as it's hand held and not needing to be put up in a space as a tripod would I would think it's ok but maybe try and call/ email them to check.

Yes, all done on the phone, via their website. And there’s no need to collect or print; you’ll get an e-ticket on your email with a QPR code which the staff scan at the door.
