The Courthouse is gorgeous and the tower gives you terrific views of Santa Barbara. The history of the building is rich and well preserved. It is easy to find and we found street parking nearby.

Attended a wedding in the mural room. Also enjoyed the bell tower and the scenic bell tower view. Lovely grounds and beautiful architectural details inside. Really a lovely place to visit in Santa Barbara and an excellent wedding location.

Yes there is a lift to the bell tower, which also stops at other levels

I can't remember for sure, but since it is a public building in use every day as a courthouse I am pretty sure it opens at least by 9 am.
