It's best to drive there. There is a train that goes from Cape Town Station to Simon's Town which is an adventure in itself. It's a really pretty ride all along the False Bay coast but there's still a way to get to Boulders... More

I was there on a Saturday at around 1:00 pm. A lot of penguins and tourists. Can't tell you the best time.
