If you can visit Bagan do so. It is a magnificent sum of its parts: various types of pagodas dating between the 11th -13th centuries, carved wood monasteries, villages & markets.

We had a private taxi for half a day at 20,000 kyat $20aud and it was plenty of time to see the main temples. The taxi driver spoke perfect English so no need for a tour guide. The pagodas are all different from each other...More

Where ever you stay around Old Bagan there are lots of local tour operators where you can book baloon flight. But I am not sure if the flights are available after 1st April. Price is ca 330$pp

Because of Philippines passport holder, you have 14 days visa free to visit Myanmar. September is also good time to visit Bagan neither too hot nor cold. And also you can get cheap price for hotel rooms.
