Yes but sun beds are owned by Beach shacks. They provide you free if you buy some food from their shack.

I have been to Goa 5 times but as far I know you cannot rent an umbrella. Baby beach tents may be available in big shops but not in the beach side shops. You better prepare from home for both the things.
