We'd seen some pretty blossoms during our stay in Japan but these were by far the most spectacular. They were absolutely stunning and you can't go to Kyoto without going here during Sakura season.

I do not think there is observation closing time. However there is no light for incline. So, there are some risk. I recommend to visit day time.
