On the top of Mt. Rokko, Rokko Garden Terrace is a complex of shop, coffee shop and observatory terrace. From here you can enjoy a wonderful view of the bay of Osaka, and the city of Kobe. Nice view, even though we visited on a rainy day. Locals suggested still better view on clear days, when you can even see the Kobe harbour. The gift shop (peter Rabbit shop) is nice, with many interesting gift items. Area is well-maintained.

Taking the cablecar up Mount Rokko, you can take advantage of the spectacular views of Kobe Harbour and the local area. There is a café and gift shop at the summit and here you can buy local produce to enjoy yourself or give as gifts.

A very good place to get the best views across the harbour , maybe it would be an idea to bring some binoculars and a map to see what you are looking at. The garden area however is tatty, nearly derelict with dead plants and weeds everywhere

Visited Kobe in Sept 2014, as a spur of the moment visit. What an amazing surprise and so glad we did.From the moment we stepped off the train it was a fantastic experience. We visited this restaurant during our recent Japan visit. Luckily we got a seat on terrace which had breathtaking view. Staff was very helpful and courteous. As it was very windy, they also offered us blankets. Food was also very good. Loved the soup and pasta. Fish was average.

This is really a nice place for spending half an hour wondering around it with ice cream in hand or sitting at a table in an open-air cafe in shade of greenary.

nice place, it was raining when I was there but I could see all Kobe area, harbourland and so on. I'm sure it's a view worth the complicated trip on a sunny day. Nice restaurants and souvenir shops.

Beautiful gardens, great views, nice lunch was had there, simple but more than adequate. Cable car was good, we got a lovely day so very fortunate.

Take the time to stay a little while. the views are breathtaking. The terrace area is clean and has plenty of viewing space and tables to sit and relax.
