the place to be, for a whole view of the city. From the Mt Maya you can see the mountain around, the city and downtown and also the harbour area and sea bey. Recommended at night time or snow season.
Just an FYI that the cable car and ropeway are closed and will reopen on Saturday, 03/04/17. If you're going to Kobe, maybe consider sticking around the harbor area near Kobe station instead of going all the way to Shin Kobe.
