We were there when raining so it was not so cosy. Plaza is nice but we saw more beautifull plaza in Boliva. Around the plaza colonial buildings.

It's a great location to people watch and get a good feel for the locals. Safe location in the center of the city. If you have young kids you can buy bird food 3x5bs and feed all the pigeons that hang around the area.

No, nothing guided, but for a few B's you can hop on any micro (shared taxi mini-buses) and take a spin. Just stick to the innermost two anillos.
