They are laying either a new river bed or make improvements to the river banks. Anyway it does not look attractive. There's not much water in the river, and the Rimac district on the other side looks depressing

They are investing a lot into creating green zones along this main river of Lima. But as of yet it remains something sad to look at. It is one of my passions to help restore/protect this river.

It is a river and nothing more. Flows from the mountains to the ocean. Lots of water flowing during the rainy season in the mountains.

I don't think it could be qualified as "attraction". There's a zoo in Atarjea (Huachipa), but nothing else.
