Let me say there is a confusion here between two tourists sites. You mean the restaurant Le Ciel because Observatoire de la Capitale isn't a rotating restaurant.

This is a great way to see the city. There are historical descriptions of Quebec on the walls which adds to the experience. La Ciel rotating restaurant on top of a nearby hotel also gives great views however for the cost this is the best...More
Located in a city that is not surrounded by high buildings, the observatory allows to see the whole city plus a great view of the river and the mountains in the back.
