We did a Oxaca city tour with Andrea - who speaks perfect English. She took us to a great Farmer's Market for breakfast and a couple of other markets. She gave us an overview of the city and its history. Very good - highly recommend.

Just saw your question. I hope you‘ve been in touch with Mahsa. We stayed at the Hotel Parador San Agustin. It’s minutes from the Zocalo, quiet, safe, and with a very friendly staff.
