Found this place by accident. There are two hidden gardens just near this memorial. Free to enter. Shrine inside has some photos of the 1923 Earthquake. Few minutes walk from Edo_tokyo museum.

Just a few minutes walk from Ryogoku station. It's a park also a memorial statue. 両国駅から徒歩数分。 銀杏が綺麗な公園ですが、東京大空襲の慰霊の場にもなっています。 園内には空襲で変形した機械なども展示されています。

The park is fairly small, but pretty and seemed well used. Probably you would visit here if you were also going to the museum and shrine for the people that died in the 1923 Kanto earthquake and WW2 firebombing raids.
