They definitely give tours. Everyday at 2PM and M-F at 10:30AM. Very worthwhile!

Yes there is a lift to the bell tower, which also stops at other levels

I can't remember for sure, but since it is a public building in use every day as a courthouse I am pretty sure it opens at least by 9 am.
