We had 5 people on the tour. With a friendlier cancellation policy, I would have cancelled, due to weather. Place was near impossible to find for someone who doesn't know DC or that area, and the check-in kiosk was a joke. The kiosk was completely dark, and I didn't see anyone,

The tour guide was about 20 min late so we had a late start. Then the tour felt rushed because of that and it was pretty dark by the time we got to the last stops. Most of the information she shared was good and interesting, but my overall opinion was influenced by being late.
