I'm not sure if you mean you are concerned the company will cancel because it's raining, or that you don't want to attend because it's raining? I would suggest you speak to the company to check if the tour is still running... More

Yes they are similar to duck boats. I found them very safe and very secure. You are giving life jackets to wear when you enter the water, you are in the water for 5-10 minutes
