Carnaval in San Pedro can't compare to Rio or New Orleans, but for a small beach town festival, it can't be beat! The local custom is to slop paint (water and egg based) on everyone and everything. Wear old clothes! Men dressed as women dance and sing in the streets. The crowd mostly gathers at the town's Central Park right on the beach. February/March is also the best time of the year to visit.
