>Which is the most historic and senic?
Lugano is a small city, Locarno is rather a smallish/midsize lakeside town. You can see both and add Bellinzona with it's 3 castles (UNESCO World Culture heritage) as well.
>Can someone recommend a moderatly priced hotel and if I need a car to visit a couple of the nearby cities can I find a reasonable car rental agency.
For hotels, see www.rooms.ch or www.hotel.de.
You don't need a car. You can rent one if you wnat but don't _need_ it to get around.
For traveling around without, see www.sbb.ch/en
>I know that Lugano has an airport. Does Locarno?
Locarno is just 20 km from Lugano and both are 50 km from a major international airport (Milan Malpensa). Does that answer your question? :-)
