We will arrive by cruise ship on May 24. I don't know where the boat will dock, but assume at Cobh. How do I catch a train or bus from the dock to downtown Cork.

That's right the train station is only a 3 minute walk from the cruise terminal, you will see the train station as you dock.
The trip to cork by train takes about 25 minutes and from the train station in cork you walk about 10 mins to city centre.
Not sure of cost but I think the return trip is about €6.
Do check the timetable that snoopcamp provided to make sure you know the timetable. The train times differ on saturday/sundays and public holidays.
