Tor road hotel is very conveniently located to visit Kobe. Staff is friendly but not always speaking English. Nothing particular but very clean with reasonable sized rooms. Free internet if you have your laptop with you.

The hotel is fire trap...a disaster waiting to happen. The fire escape stairs are locked (both ways) at all times. The windows in the rooms are locked (no key available).
