This well-located, clean hotel is right on the street car line that goes to the Atomic Bomb Monument (although you can also walk there). I had a beautiful room overlooking the river. Although the staff doesn't speak English they were helpful. The breakfast is worth the price.

Stayed here on a forced overnight stay in Hiroshima. Close to town centre and central train station. Rooms were basic but cheap by Japanese standards. Breakfast is also cheap at 600 yen per person. All in all definitely value for money.
