Nothing exceptional to comment upon about the hotel itself, Very average is all respects with the exception of the elevators which are so slow you feel like whole continents are moving faster. The room was OK but very noisy facing the railway line. Not the hotel's fault of course but some more soundproofing could be done.

Being a vertical hotel, the lifts under maintenance will not help you. Maintenance is temporary, true thing. I got a non-smoking room, that still smelled of nicotine. I would say the Empire is a nice hotel with interesting interior feature. The breakfast buffer is quite good and the rooms are very clean. Just be sure to request the room facing away from the roads as it can get quite noisy.
