The entire façade is covered up at the moment so don't spend too much time going out of your way for it.
Toompea Castle, which is located in the middle of the amazing Old Town is a near mandatory stop, if only for the great pictures. You can spend days just walking the area, which dates back to the 13th to 16th century.
Bit disappointed at the castle. You can get some nice photos but not really much else to do there... nice vistas of the city though
Very impressive medieval castle with its tall tower called Tall Herman. Nowdays Estonian parliament is located there. With the right contacts it is even possible to have a tour of the castle´s interior.
Toompea Castle is the seat of Estonian Parliament. Guided tours are availabel and you can also go and observe their working sessions from a balcony. Pikk Hermann (Tall Hermann) is one of the highest buildings in the old town and although it's quite a climb up there, the views are fabulous.
We stayed in Estonia for four nights in Augist 2011 and visiting Riigikogu (the Estonian Parliament) within Toompea Castle was the highlight of the whole trip.
