Very nice view over Lisbon. You can reach is with the vintage tram line 28. Get out at Largo da Graca. I like walking, so I walked up there, which is a beautiful scenery walk and lots of nice cafes along the road to get refreshments.
I've lived in Lisbon for 8 years and this is my favourite place in the hole city! It's usually not so crowded as other viewpoints and has breathtaking views! Every traveller should take the time to come here, prederably at sunset.
Yes, as others told, when you get there by tram 28E, you have a magnificent view of the small gulf and old town of Lisbon. You need to put 2-3 hours for this activity (specially in hot seasons), because the trams are very crowded and with irregular schedule. We could take few great panoramic photos around sunset.
